Because California has operated under one-party legislative dominance for decades, policy has been shaped less by structural balance and open debate and more by internal power dynamics within a single party. When meaningful competition erodes, accountability weakens, and the people absorb the consequences.

But imbalance does not exist on one side alone.

The opposition party, which should function as a competitive counterweight, has too often failed to invest in challenging districts, build durable infrastructure, and empower reform-minded leaders. Communities have been written off. Reformers sidelined. Viable candidates denied meaningful support.

When systems stop competing and begin protecting themselves, accountability disappears.

CSAD66 was created to restore both competition and accountability. We are not waiting for party leadership to adapt. We are establishing the operational capacity required. Now.
